Here's a funny question. If you and I invent a currency, and we delegate equal amounts of it to each other, and then exchange good and services with it, is that illegal? Tax evasion? It strikes me that given most people have no money anyway, one of the best things we could do is to invent a new currency, with no means of exchange between normal dollars the this, and then use it for as much as possible. Essentially render the money of the elite useless. That's a fun game to play.
